Position Summary
The Chief Impact and Investment Officer (CIIO) is a leader responsible for spearheading strategic efforts to maximize impact and ensure financial sustainability. Reporting directly to the CEO, the CIIO will oversee the development, impact and marketing teams. The CIIO will lead all fundraising, cultivation of impact investments, and impact measurement efforts, including building and managing relationships with institutional funders, banks, foundations, individual donors, and other mission-aligned partners to support all entities under the Partners’ family of entities.
Major Responsibilities
Chief Investment & Impact Officer (CIIO) is a senior position that will oversee a team of professionals. The incumbent will report to the Chief Executive Officer (CEO). The incumbent will take a leadership role in resource cultivation, impact measurement, and other initiatives that advance the strategic goals of Partners.
Strategy & Planning:
- Work with the CEO and senior staff to develop and implement a comprehensive multi-year development strategy that includes growth of grants and donations, loan capital, and deposits for CDBA members.
- Work with Chief Financial Officer and lending team on a monthly basis to anticipate future loan demand and ensure there is sufficient lending capital to meet demand.
- Provide direction in ongoing development of internal systems to manage capitalization planning and impact management.
Fundraising & Capitalization:
- Lead fundraising efforts including identifying and securing grants, sponsorships, and donations to support operations and strategic initiatives for all Partners’ family of entities.
- Serve as project manager for all government funding grant and tax credit applications, including CDFI Fund Program and New Market Tax Credit applications.
- Spearhead writing of applications for philanthropic, nonprofit, or corporate grant opportunities.
- Plan and oversee execution of fundraising and investor campaigns and events.
- Lead all loan capital raising efforts for PCG Loan Fund and its off-balance sheet loan funds, including cultivating loan capital and program-related investments (PRIs) from financial institutions and philanthropic sources.
- Supervise Community Development Note sales
- Oversee timely research of grants and other funding sources ahead of major funding changes or trends. Oversee management of database of current and potential prospects.
Reporting & Compliance:
- Oversee gift and acknowledgment processing and prospect management.
- Supervise and coordinate timely and accurate submission of reports to funders
- Oversee grant management activities, including ensuring compliance with reporting and programmatic requirements and tracking spending and progress toward deliverables on open grants.
- Oversee gift and acknowledgment processing and prospect management.
- Ensure legal compliance related to fundraising and capital raising.
Impact Management
- Provide strategic guidance and oversee collection, curation and dissemination of impact data across the organization, including program evaluation and development of theory of change.
- Coordinate with other departments on social impact data collection activities to improve program performance metrics and analytic tools to gather market intelligence, evaluate product effectiveness and results;
- Ensure alignment with strategic impact goals and milestones.
Marketing & Communications
- Provide strategic guidance on implementation a holistic marketing plan across Partner brands, product lines, and activities designed to enhance visibility among its key stakeholders
- Oversee production of annual reports and marketing materials, including materials to support fundraising.
- Coordinate Partners’ participation in industry conferences and events and represent Partners at external events, conferences, and industry networks to enhance organizational visibility and forge new collaborative opportunities.
Management
- As a member of the senior management team, participate in business and operations planning, goal setting, and developing and implementing strategies that enhance earned revenue and sustainability.
- Supervise Director of Marketing & Communications, Manager of Impact and Research, and Manager of Development
- Lead and/or participate in efforts and projects that support our culture and values, including task forces, training sessions, meetings, committees, special projects, organizational events, and any other activities that support the organization,
- Provide strong leadership and effective management for staff supporting development activities, including manage successful execution of project assignments to support the organization’s development goals.
- Lead enterprise initiatives to create an environment of inclusiveness, respect, creativity, opportunities for growth and professional education.
- Organize team roles and evaluates employee performance.
- Document project and goal progress with regular reporting to senior management.
- Perform employee reviews and assessments
Professional Characteristics

- Strong writing skills are imperative.
- Experience raising loan capital in the financial services sector are a strong plus
- Experience with grant and proposal writing are a strong plus.
- Experience with marketing and communications are desirable.
- Knowledge of impact investing and impact measurement and management are a plus.
- Entrepreneurial style, with an enthusiasm for working in a fast-paced, dynamic organization.
- Outstanding speaking, interpersonal, and presentation skills.
- Team-orientation, with strong interpersonal skills and the ability to work both collaboratively and independently
- Strong customer orientation with exceptional follow-up skills and high standards of performance.
- A bachelor's and Master’s degree in a related field.
This position will be based in Washington, DC with some travel required. Hybrid work environment (Tuesday, Wednesday and Thursday in office). Local (DC, MD and VA) candidates preferred. Competitive compensation and benefits package.
